Rumple makes deals. He usually asks you to bargain away part of your soul, in a way, so what he wants to take away in the trade is typically valuable TO YOU or will be valuable/necessary for his plans shortly.
& I Help Them? Yes, Indeed.
So here I'm asking if he may bargain with your character.

NOTE: He very rarely forces someone into a trade. Your character can up and walk away if they haven't made the deal yet. Once you're part of the deal, however, there are very few loopholes you can use to back out of it, so do not enter into a deal lightly. Just remember: Magic ALWAYS comes with a price.

And if there's a plot you can foresee Rumple as part of--either an item or ability yours has that he might have a use for, or something your character so desperately wants--let me know!

Additionally, please feel free to let me know of ongoing unrelated plots, because he has his nose in everyone's business (whether they know it or not). I am not nearly as all-seeing as he is, sadly.

He also is a seer and can thus predict a little something. In threads, we'll discuss this so that it's probably a case-by-case situation. If you do not want him predicting your character's actions ever let me know in a comment below.

Where is your character formally/officially allied to?
Argilla was born in Iwa and kidnapped young. At this point, she's thought to be dead by her home village, so her only allegiance is to the Embryon at this point and likely to remain so moving forward.

If forced to choose between country and family, what do they choose? Why?
The Embryon are her family, she will ALWAYS choose them. Summoning Island is just a place that they happen to be able to be themselves without fear of repercussions or attack. But it's only a place and if Serph decided the Embryon needed to move for the tribe to continue she would follow. Ultimately she's home wherever her tribe is everything else is superfluous.

If war breaks out, do they fight? How do they fight?
She just fought a war. She fights with powerful earth release and in her demon avatar form. She has terrible physical skills but her arms are fantastic whips in that form and her hands shift when in whip form to be deadly bone blades protruding from where her hands should be. She's deadly in shurikenjutsu. And she's a fantastic healer.

What kinds of special or unique jutsu do they possess?
She is deadly with shurikenjutsu. Perfect accuracy when she isn't tuning. When she is tuning (in demon form) she a powerful ninjutsu user, spamming earth release like it's no one business and with fine enough chakra control that she is her tribes most talented healer. Well enough to leave few signs that they were ever injured to begin with.

Do they have any special rank or title or security clearance?
Argilla is one of the five core members in the Embryon's power structure. Primarily she's their doctor and tribe mommy. She is aware of the majority of the tribes plans and manuevers and is heavily featured in a number of the plans.

Can they straight-up be bought?
For money? No. Money won't keep her warm at night like the tribe does.

What are they most willing to give up to win the war?
Her disgust with her need to eat people in order to survive.

What will they not do? What is their breaking point?
Argilla is a deeply loyal person. She cannot stomach betraying anyone for the betterment of tribe no matter how much sense it makes logically. Being betrayed by someone that was supposed to be loyal to her tribe.

What will get them invested in a fight? What will break their resolve?
She will be invested in any fight against someone that betrayed her or her tribe. She'll be even more invested if their particularly slimey and disgusting. If she has a reason to want them dead she'll be invested easily. To break her, threaten someone she loves. Take them hostage and put them in a life-threatening situation. Put her in a position where she has to kill them in order to keep moving forward. Best and strongest bet is to make her have to kill one of the other core members of her tribe (Serph, Gale, Heat, Cielo, or Sera). Though word of warning if you make her do that, she'll have no reason to not go after him next.

Who are they close to?
Easily she is closest to Gale. They balance each other out.

Who do they care most about?
Serph, Sera, Gale, Heat, and Cielo are her most important people.

Who do they hate most? Why?
Bat. He betrayed his tribe leader and thus the Embryon who were allied with his tribe. And after she killed his tribe leader after Jinana lost herself to her demon avatar, he ate her. He's slimey and selfish, and he's super gross. (He gives off that creepy woman-hating feel, and I sort of headcanon that he really wanted to rape Argilla.) Only problem with that is he's dead, she kind of blew him up along with a good number of soldiers from another tribe in a trap after they rescued Sera. (This is part of why Gale is her other half honestly.)

What do they have that can be used against them?
She's in conflict over her new diet. If you can convince her you have a cure she will do just about anything asked of her.

What is the most valuable item to her?
Her tag ring? It stores all the information about her on it. You can thank the scientists for that little ditty.

Who is the most valuable person to your character?
Canon made a really strong argument for her greatly valuing Jinana. But she's dead so second to Jinana would be the rest of the tribes core power group. As mentioned Gale balances her with his logic to her emotive tendencies, but she doesn't value any one of the core over the other. They all have their strengths that benefit the tribe.

What is the most valuable ideal/concept to your character?
Camaraderie.

What do they want most?
To be normal again and never have to eat people.

-Unofficially official, the Blue Mountains in Lightning Country.

What or who actually holds his allegiance?
-His brothers, Dori and Ori. Maybe Thorin and/or Dis if he likes the terms.

If forced to choose between country and family, what does he choose? Why?
-Family. Nori doesn't trust nations and their politics, knows firsthand how fluid they can be. But his brothers he can trust.

If war breaks out, does he fight? How does he fight?
-Nori will fight to protect the Blue Mountains if they're ever under threat. He uses a combination of weaponry, but prefers his knives and sneaking ninjutsu to take down targets. If stealth isn't an option, he'll revert to using his staff/mace combination weapon.

What kinds of special or unique jutsu does he possess?
-Nori doesn't really have any special or unique jutsu, but he's very good at stealth and transformation techniques.

Does he have any special rank or title or security clearance?
-Nope, not particularly- at least not officially. Nori is a thief, mercenary, and part-time merchant smuggler. He does a lot of sneaking and spying.

Can he straight-up be bought?
-Usually. Nori's quite partial to large sums of cash or items of exceptional quality.

What is he most willing to give up to win the war?
-Being mostly impartial, Nori won't particularly care about winning or losing without having some sort of personal stake in it.

What will he not do? What is his breaking point?
-Nori will not betray his brothers for anything. They are both his strength and greatest vulnerability.

What will get them invested in a fight? What will break their resolve?
-He'll fight for his brothers' safety and look after his own best interests if the first isn't a factor. His brothers' deaths would break him.

Who is he close with?
-Nori isn't particularly close to anyone, but he loves his brothers, and Ori especially, to the ends of the earth.

Who does he care most about?
-His brothers, naturally.

Who does he hate most? Why?
-I don't have a solid answer for this yet. He envies the wealthy and adheres to his own moral code, dislikes those that don't, and I'm sure he's got a good number of enemies, but nothing specific to point at.

What does he have that can be used against him?
-His brothers, various crimes, and his real name.

What is most valuable (item) to your character?
-His beard/hair probably. He's kind of vain. Some of the knives on his person have some personal meaning to them as well.

Who is the most valuable person to your character?
-Ori, his younger brother.

What is the most valuable ideal/concept to your character?
-Independence.

What does he want most?
-Nori wants to live a good, long life alongside his brothers, accrue wealth and surround himself with luxuries, and have the freedom to wander the world, taking whatever he wants from it without a care. Unfortunately, not all of that goes hand in hand.

-Neji is a shinobi of Konoha and thus duty-bound to the village and Fire Country.

What or who actually holds his allegiance?
-Obito has his loyalty, and Neji's also pledged his allegiance to Hinata.

If forced to choose between country and family, what does he choose? Why?
-It depends. If it's his team and the two people in all of Hyuuga he counts as family, he'd choose his loyalty to them. If it was Hyuuga in general, he's likely to choose his country over clan.

If war breaks out, does he fight? How does he fight?
-Yes, of course Neji fights. He'll go to the front lines or work from the shadows as directed, utilizing a combination of ninjutsu and lethal taijutsu.

What kinds of special or unique jutsu does he possess?
-Neji's bloodline is the Byakugan, eyes that allow him to see chakra in a 360 degree field of vision, pierce solid objects, and cover long distances.

Does he have any special rank or title or security clearance?
-Yes, Neji is a Jounin ANBU of his village, allowing him clearance to a lot of sensitive information.

Can he straight-up be bought?
-Not with money, no. He has little use for wealth.

What is he most willing to give up to win the war?
-He'd give up his life if it meant winning the war or just protecting the people he loves.

What will he not do? What is his breaking point?
-Neji absolutely refuses to be controlled, would rail against anyone that tried with a violent will edging on insanity. Being so bound to anyone (again) would break him.

What will get them invested in a fight? What will break their resolve?
-Threats to his country, village, teammates, girlfriend, or immediate family would get him invested in any conflict. His own failings or ineptitude would be a harsh blow to his pride and resolve.

Who is he close with?
-Neji's very close to his teammates, father, Hinata and Temari.

Who does he care most about?
-If pressed to choose just one person, Neji would probably go with his father, Hizashi.

Who does he hate most? Why?
-Neji hates the elders of his clan, and thus the majority of the Head Family of Hyuuga for the seals upon the brows of the Branch family, but mostly because of the seal on his father, and how powerless and miserable it made him, made them both. It serves as a constant reminder that they're forever at the mercy of their own clan. More loosely, he hates anyone that abuses their power over others.

What does he have that can be used against him?
-Neji's seal can be used by select members of his clan to inflict great pain or even death. More broadly, he has a relationship with Temari in Sunagakure and thus the alliance between their respective countries is important to him. And of course, the other people he loves are guaranteed to be effective bartering chips.

What is most valuable (item) to your character?
-Neji's not really materialistic, so I can't say. His headband maybe, for it covers his seal?

Who is the most valuable person to your character?
-At the moment, his father.

What is the most valuable ideal/concept to your character?
-Personal freedom.

What does he want most?
-Neji's most desperate wish is for him and his father's seals to be removed.

Where is your character formally/officially allied to?
Officially on paper Pengin is a genin of Uzushio and thus is bound by duty to Whirlpool. However officially in spirit Pengin's first and foremost loyalty is to his clan the Maniwa.

What or who actually holds their allegiance?
The Maniwa clan as a whole, but especially the unofficial, but actually are leaders of the clan Houou and Kyoken.

If forced to choose between country and family, what do they choose? Why?
Family because that's pretty much the backbone of the clan motto.

If war breaks out, do they fight? How do they fight?
If it is needed he will, though being a newly graduated genin he may not see action, especially as his skill set is more tuned for information gathering. If he does have to fight he is a long range combatant and uses a metal ball with odd properties that makes it as bouncy as rubber call Juukyuu. In a straight up brawl he's in a lot of trouble.

What kinds of special or unique jutsu do they possess?
Pengin has a bloodline limit called Fate Ruination that is still being perfected. In its current form he pretty much puts a -50 debuff on all projectiles aimed for him, making it a guaranteed miss. Has yet to work out how to make this include mid and short range weaponry, and has no luck at all against hand to hand combat. Aside from this he's pretty much typical genin level in regards to chakra and jutsu.

Do they have any special rank or title or security clearance?
Nope.

Can they straight-up be bought?
Nope, clan loyalty is too strong in this child.

What are they most willing to give up to win the war?
Being only ten this isn't exactly something that he has any actual concept of. To him as long as his clan is safe then the war could go in any direction. Though he will have worries for non clan kin that he has befriended but most of them are older and far more trained then him in regards to fighting and surviving a war.

What will they not do? What is their breaking point?
Betray his clan. Pengin can't stand to see anyone he considers close hurt or in danger and will try and help them as much as he can. He isn't that hard to figure out in regards to manipulation due to his young age and thus less experience in regards to concept like this.

What will get them invested in a fight? What will break their resolve?
His clan, if getting involved can benefit his clan in anyway he'll jump head first into anything. Losing his clan would shatter the child because his clan is his life.

Who are they close with?
His group leader Umigame who is the closes thing he has to a father figure one can get in a clan that takes the saying "it takes a village to raise a child" literally. He also is close to Houou of the two oldest of the clan, though he hasn't quite reached the age and self worth to truly realize Houou does hold a special spot in his heart for him and it's not just Pengin with a one sided affection.

Who do they care most about?
He would like to say everyone in his clan, but Pengin has an almost puppy crush hero worship of Houou and thus he would do whatever is asked of him to perfection if Houou asked him to do something.

Who do they hate most? Why?
Pengin doesn't really hate anyone as he is only ten and hasn't had a life where such a concept has any real impact on him. The closes thing is his child emotions "hating" anyone that would look down or hurt his clan.

What do they have that can be used against them?
His clan, his inexperience, and age.

What is most valuable (item) to your character?
He doesn't really have an item like that due to the previous nomadic nature of his clan making them instill a sense of not hoarding material items. Juukyuu is important for his ability to be offensive and not just defensive in a fight, but it is not something that would be considered irreplaceable.

Who is the most valuable person to your character?
Houou

What is the most valuable ideal/concept to your character?
Family

What do they want most? physically, emotionally, ideologically, etc
His clan to be safe and happy, as well as together since they are currently scattered in various groups around the countries in order to make them less of a target due to their size and the various skills harbored within the clan.

What or who actually holds their allegiance
Naoki has very strong personal beliefs, and even his loyalty to his village, family, and friends comes second to that. If forced to choose between what he knows is right and his loyalty to hia village or anyone else, Naoki follows his own compass.

If forced to choose between country and family, which do they choose? Why?
If neither choice violates his personal belief, he chooses his country. Naoki does not accept betrayal or sacrificing others for personal gain, he believes in doing what's best for everyone, but also in allowing people the freedom to choose their own paths.

If war breaks out, do they fight? How do they fight?
Naoki definitely fights. His skills make him useful for assassinations and small squad action as well as supporting larger more aggressive or obvious actions. His summons, moths, can fly, so there are some options there too.

What kinds of special or unique jutsu do they possess?
He has the unusual chakra system that some members of his clan possess and an exceptional chakra capacity as a result. He summons moths.

Do they have any special rank or title or security clearance?
Naoki is a chuunin preparing to test for jounin, and he hangs out at the Seven Swordsmen headquarters sometimes, but no special rank or clearance. The Fourth Mizukage is his great uncle on his mother's side but they are not close.

Can they straight-up be bought?
No.

What are they most willing to give up to win the war?
Anything that doesn't require him to compromise his personal beliefs.

What will they not do? What is their breaking point? 
Naoki will not sacrifice any ally unless it is absolutely unavoidably vital for the mission. He will not betray an ally, or kill them unless they betray him or their allies first. He will not betray his village unless he feels the village is behaving unacceptably (ordering the executions of shinobi or villagers who have done nothing to deserve it).

What will get them invested in a fight? What will break their resolve?
It's easy to get Naoki invested in a fight. He will fight to protect others or to accomplish his objectives. He dedicates himself completely to a fight, and it's a large point to Naoki's canon ending that his resolve never wavers once he's set himself to something. No matter how bad or bleak things get, Naoki remains determined and unbroken.

Who are they close with?
Naoki is close with a number of people he went to the academy with. He cares deeply about the jounin he has worked with often, Sephiroth and Kisame. He's good friends with Hinata. He also cares a great deal about his family.

Who do they care most about?
He doesn't show it, but he cares about all the people he's close to, and would be hard pressed to pick any one over the other.

Who do they hate most? Why?
Naoki doesn't have anyone he hates.

What do they have that can be used against them?
His willingness to go to extreme lengths to protect people and complete his mission. He tends to go along with people and do what they ask and not fight over little things. Naoki is a little too trusting and too willing to believe the best in people.

What is most valuable (item) to your character?
Naoki is fond of his sword and a few items that were given to him as gifts, but he isn't extremely attached to any item. They can all be lost or stolen or broken, after all, so people are more important to him.

Who is the most valuable person to your character?
This would be very hard to figure out, he probably doesn't have one who is significantly more important than others.

What is the most valuable ideal/concept to your character?
Loyalty, freedom, and determination. Naoki places great value on loyalty, and on an individual's ability to make their own choices. That may seem odd given Naoki's tendency to go along with whst everyone else decides most of the time, but he doesn't like arguing over small and trivial things. Despite his outward cooperation and agreeable nature, Naoki is completely unyielding over things he feels are important.

What do they want most? physically, emotionally, ideologically, etc
Naoki enjoys making other people happy. He's a quiet but determined person, and while he always works to improve he doesn't have any particular strong drive. He is looking for ways to better utilize his unusual chakra system, and he enjoys the acknowledgement he gets from higher ranking shinobi. His current list of goals involve making jounin and he hopes eventually to be one of the Seven Swordsmen, though he is in no hurry on that front as he has no desire to see any of the current swordsmen die and leave a spot open.

Kirigakure. It takes a lot to break her because she uses pride and determination to hide most of her pains. She will do anything if she thinks it will achieve her own goals.

What or who actually holds their allegiance
Yuffie doesn't care what is right and what is wrong. She does what she thinks is best and while she usually has good intentions they never turn out well nor does she approach things the best way. Her family and friends are important to her though she isn't afraid to tell people or face them when they are being ridiculous. She'll deal with consequences later.

If forced to choose between country and family, which do they choose? Why?
Yuffie would most likely choose her country if only because that is tied to her family. If a family member wants her to do something against her country or something she doesn't believe is right then they aren't really family.

If war breaks out, do they fight? How do they fight?
Hell yeah she fights! She will be sneaky about it but she will also make sure everyone knows that its her who is causing such mayhem.

What kinds of special or unique jutsu do they possess?
I don't thin anything unique per say. Her abilities are here.

Do they have any special rank or title or security clearance?
Yuffie is a chuunin working towards jounin though she's known as a trouble maker so it's taking her a little bit of time. No special rank or clearance. She considers herself a 'princess' though her father no longer holds his station and she wants to fix that.

Can they straight-up be bought?
Depends. Most likely not.

What are they most willing to give up to win the war?
Most anything that involves just herself; as in won't affect others.

What will they not do? What is their breaking point?
Yuffie will not leave people behind even if she doesn't like them. She will fight for what she thinks is right no matter what. Her breaking point would be losing her father or all her hope to gain what she has felt like she lost.

What will get them invested in a fight? What will break their resolve?
Yuffie enjoys fighting and finds it fun though she hasn't experienced a lot of loss when it comes to those she cares about. If she keeps losing things, people, ect. her resolve will slowly break and she will wonder if she's doing the right thing.

Who are they close with?
Yuffie doesn't really get close to people easily and she secretly cares about everyone but no one must know that.

Who do they care most about?
Her father.

Who do they hate most? Why?
Her uncle for taking her fathers place.

What do they have that can be used against them?
Her pride and greedy. She has things she wants and doesn't keep it a secret that she wants them and will do anything for them.

What is most valuable (item) to your character?
Yuffie is attached to her headband because it was a gift from her father before sending her away.

Who is the most valuable person to your character?
Most valuable? ...herself.

What is the most valuable ideal/concept to your character?
She values people who stick with their ideals no matter how crazy they might be.

What do they want most? physically, emotionally, ideologically, etc
She wants her father to regain his position. She wasn't to become the strongest thinking that it's the best way to achieve her goals. She likes treasure and adventure. Emotionally she wants acceptance.

Sakura

Where is your character formally/officially allied to?: Konoha

What or who actually holds their allegiance?: Shisui and Shirakumo. Really, her allegiance goes to the people who win her loyalty, and those are usually people who treat her like someone special.

If forced to choose between country and family, what do they choose? Why?: Country. She's a good shinobi, and a good shinobi puts the country's needs before her own.

If war breaks out, do they fight? How do they fight?: She does, and she fights ruthlessly. Primarily with cruel genjutsu and deadly earth jutsu. She also favors her kenjutsu, but it's more of a one-on-one weapon than group.

What kinds of special or unique jutsu do they possess?: The only special jutsu Sakura has are unique techniques she's come up with on her own. The most notable one at the moment is a genjutsu that induces a sleep-like state in the victim, and uses their own nightmares as the genjutsu against them, rather than creating something of her own. The experience is considered to be very intense, and due to being rooted in the victim's subconscious, difficult to break. This is currently completely unknown except to Sasuke (who experienced it once in training) and Shisui (who she mentioned the concept to once).

Do they have any special rank or title or security clearance?: Nah.

Can they straight-up be bought?: No. She appreciates money, but it has no affect on her loyalties.

What are they most willing to give up to win the war?: Her own life, probably.

What will they not do? What is their breaking point?: Betray her team or the people she respects. Put someone lower ranked than her into danger that she herself could put herself into instead. Probably having her trust betrayed by one of the people she trusts, finding out they were only feigning approval/interest.

What will get them invested in a fight? What will break their resolve?: Having something to prove, or someone to protect. It really depends on the kind of resolve that's being broken, though. Certain things would be easy to disrupt, others would not. Basically, if it aligns with her world-view to give in to something, she's much more susceptible to it, but if it defies that, it's hard to get through to her.

Who are they close with?: Her team, Team Asuma, Shisui, some of Kiba's family.

Who do they care most about?: The single person she cares most about? That's legitimately difficult to say. Shisui, Shirakumo, and Ino are all about equal in their own ways.

Who do they hate most? Why?: She doesn't hate anyone in particular.

What do they have that can be used against them?: Glaring self confidence issues, a nagging feeling that she's not a true shinobi, or just pretending.

What is most valuable (item) to your character?: Long term, the ribbon Ino gave her. More recently, the sword Shirakumo gave her.

Who is the most valuable person to your character?: Shirakumo or Shisui.

What is the most valuable ideal/concept to your character?: Duty, perhaps. At least her particular ideal and definition of it.

What do they want most? physically, emotionally, ideologically, etc: to be special to overcome her roots and find a way to become and be recognized as an amazing and stand-out shinobi. It's less to convince everyone else than to convince herself by convincing others. She wants to do something that will make her be remembered.

In summary, like it's mentioned in her profile, she can be at once really difficult to manipulate and extremely easy to. Anyone who has her loyalty can get her to do just about anything, and shape her personality to some extent. Anyone who doesn't or who fails to use the proper methods to manipulate her with, will just hit a wall.
